The measurement I would look at the most is the hips as thats the hardest part of the racesuit to get over. So I would suggest the 22. You have not mentioned the torso loop size so unless she has a long body then a 22 should be fine.

My daughter wears a BRAZIL size 26, the FR size is the corresponding 32. So 28 will be 34 and so on. Hope this helps. This costume is great.

Hello the suit is very tight and it is like a harder material than other fatskin. I bought a size 26 and I´m 1.64 and the truth is that it fits me but much tighter than other fatskins I´ve had. I recommend that you buy that size because it is smaller than me and so that it is not so complex to upload the suit itself:) I hope my reference has helped you

Hola el traje es muy ajustado y es como un material más duro que otros fatskin. Yo me compré un talla 26 y mido 1,64 y la verdad me entra pero mucho más ajustado que otros fatskin que he tenido. Yo le recomiendo que compre esa talla por el hecho que es más pequeña que yo y para que no sea tan complejo subir el traje en si:) espero que le haya ayudado mi referencia
