I think so, because that 9 or 10 mm dimension refers to the diameter of the hole through which this axle is inserted. The fact that this through hole is 1 mm larger doesn´t pose any problem, since the axle itself doesn´t exert any lateral force at the rear, only longitudinal. That is, it only exerts pressure on the bike frame´s dropouts, and nothing else. I hope this helps. Best regards.

Yo creo que sí, porque esa cota de 9 o 10 mm, creo hace referencia al diámetro del orificio por donde va metido este eje, y el hecho de que sea un 1 mm más grande ese orificio pasante no veo que haya ningún problema, ya que dicho eje ejerce trasero no hace ningún esfuerzo transversal, sino solamente longitudinal, esto esto es, que solamente ejerce presión sobre las punteras del cuadro de la bicicleta, y nada más.
