What handlebar diameter can this be installed on? Would it fit a 31.8mm handlebar?

Handlebars are all equal at the control and grip ends, if you measure here it should be 22.5 cm, only the mounting point to the steerer tube/stem changes and can be 31.8 which is more normal for the ahead type headset against the smaller diameter that is more traditionally for the quill type headset, grips and controls only need to be made to fit 1 size even on kids bikes because of this.
