You are confusing 650B with 650C. These tires are 650C size and 28mm wide (or 28-559 in ISO) - your tires are bigger in internal diameter - 28mm by 650B (or 28-580). The Pasela tires likely will not fit on your rims, ie they will be too small. You need to match the ISO numbers for them to work with your current rims.

It is a 26" 571x28 tire. However, mounted on my bike (with quite very narrow rims) they only inflate to a width of 25mm despite their 28mm label. They have a bigger diameter than the old 25mm wheels I had so they still offer more volume and comfort. With the limited availability of 571 wheels, I think these are a good choice.
