There are actually two versions of the rack - one for bikes with disc brakes that is wider to avoid contact with the brakes and this one for rim brakes. I've read that this version should fit well on most bikes with disc brakes and that it actually fits better, because it's not unnecessarily wide. Honestly, I can't see how it could interfere with brake. Anyway, I took the chance and bought this one. And it fits perfectly my 28" trekking bike with disc brakes. Apart from the perfect fit I like that the rack has lower sides for mounting panniers. That way the panniers don't exceed the rack much, providing more space on the top of the rack. Finally, it seems to have one of the best value-weight-max load ratio

Is this the rack for non-disc frames?

It's technically a non disc frame but can be used for bikes with disk brakes. If the brake caliper is mounted inside the rear triangle of the frame then there likely won't be any interference. I'm using it on a Kona Dew and it fits great.

Is this rack for bikes with rim brakes or disc brakes?

I had the same question last year. I have a size 54 gravel bike with hydraulic disc bikes. And so I figured I needed the Topeak rack for disc brakes. But I didn't like it; it sticks out way too far off the side of the chain stay and doesn't bolt on well. So I took another look at their racks and figured this should work just fine... and it does. It fits much better! I don't know what type of bike the Super Tourist DX Disc Pannier Rack is for, when this rack fits just fine for a bike with disc brakes. Well at least for my bike it does. Maybe they fit different on a mountain bike?

Yes 700C 29'' is pretty the same. Just be sure that rack do not interfere with your disk-break. In my case it did not .
