No not for a pair, if you buy this it will be for just the Left lever and compatible with Shimano´s hydraulic disc brake system. The "Dual Control" reference is to the shifting and braking capability of the lever.

I see 11s in size which mean this must be a right lever, but in description a see "left" and on photo a see a left lever. I need right lever for the 11s cassette, is this right choice?

This is a left lever that controls a 2x FD.

No, this is not the right choice. The ST-R8070-L controls the 11-speed crankset (It is in the photo.) The ST-R8070-R controls the 11-speed cassette
